Scotter Libby Pardoned, Why Not Border Guards?

The president stated that his FRIEND, Scotter Libby should not spend any time in jail for lying to a grand jury and thus two and one half years is to long. Now we have the two border patrol agents that shot an illegal drug smuggler in the ass across the border in Mexico and were arrested for it and given sentences of 10 and 11 years for doing there job. The question is if the presidents FRIEND is pardoned for lying then why are the two NON FRIENDS of the president having to stay in jail? Is this justice? P.S. The guards are Mexican. Ramos and Campean are heros and should not be in prison for doing there job.
